days. remarkable drama there. >> have a good day. ♪ good morning. i'm theresa garcia near the san mateo bridge. a crack has been discovered. that means serious delays for commuters. >> yes the right lane is blocked due to that crack in the westbound direction. that's the commute direction. we're gonna see big delays this morning and obviously keeping track of detours and alternates for you throughout the morning as well. >> here's a live look downtown san francisco. some cooler weather's on the way. i'll though you where it will get to today. >> also this morning a new report warns that the dam at the anderson resevoir is in danger of collapsing in a strong earthquake. >> the miners rescued after 69 days underground in chile will

be monitored by the government for six months. about 4:31 this thursday morning. i'm eric thomas. >> i'm kristen sze. expect delays on the san mateo bridge. crews are making emergency repairs as we speak in the commute direction westbound after uncovering a crack yesterday. abc 7's theresa garcia is live in foster city. theresa, what's the time line? >> cal tran is giving itself some leeway to finalizes these repairs, estimating 24 to 48 hours. traffic moving smoothly. but they're saying this work began yesterday and hope it will all be completed for tonight's commute but that remains to be seen. there is a crack on the bridge that cal tran's crews discovered yesterday during a scheduled byannual safety inspection. the crack was in a piece of steel underneath the roadway. it's designed to hold the bridge together in a earthquake.

to repair that component, cal tran closed a segment of the far right lane on the trestle section. commuters this morning will experience a day during this temporary closure. >> it's going to be rough. if you normally use that bridge, we're expecting a locality more congestion. so you definitely want to use an alternate route, the dumbarton or bay bridge. but do expect delays on the san mateo bridge. >> caltrain says the cracked beam has been there since 2001. they're not sure why it's cracked but say there is no immediate danger to the public of a bridge failure. these safety inspections happen for just this reason to fine any problem and fix them immediately. the big thing is it's unclear how long the commute time delays will be so for that we're gonna check in with frances dinglasan, let us know how to traffic is. >> good morning theresa,

everyone. we know the bridge is going to be a mess later on but now it's okay if you have to head across in the westbound direction. here's hayward heading westbound on the right-hand side. we're keeping track of the drive times. we'll have that for you all morning from 880 to 101, it is about 14 minutes now and the right lane is closed just before the high rise where they have to do that emergency repair work. but, of course as the morning continues, especially after 6:00, that's when things get really a little bit busier across the san mateo bridge, you may want to consider the dumbarton bridge. right now alternates are fine on 880 and getting there to 84. you may want to consider 237. bay bridge now has no delay and you may want to avoid it all together depending what time you have to leave home and consider mass transit but we'll be keeping track of drive times and alternates for you all morning. eric, kristen. >> we'll keeping checking in with you, frances.

other news santa clara's largest dam may not be able to withstand a earthquake. santa clara's water district officials say if a earthquake with a magnitude greater than 7 hits, the dam could collapse. that dam is situated along the fault so as a precaution dam operators will keep resevoir levels to no more than 56% full until the dam can be retrofitted to withstand such a strong quake. right now resevoir levels are actually lower than that. >> some 500 students at a union city high school will be need to be tested for tuberculosis. students and staff at james logan high school may have been exposed to t. b. because someone with the disease was on campus. school and county health officials stress the mass testing is just a precautionary measure. tuberculosis usually spreads only after a person halls prolonged contact with someone who has the disease. >> all of the chilean miners are

safely aboveground and back with their families this morning after an amazing rescue effort that grabbed the world's attention. the rescue moved with remarkable speed and flawless execution ending history's longest underground untrapment. diana has more from chile. >> as the shift captain and leader of 33 men trapped underground hugged his rescuers and prepared to be pulled to the earth's surface wednesday, the world's spirits lifted right along with that rescue capsule. the crowd that had watched 32 previous rescues all day cheered and then that final miner emerged. >> tonight we have experienced the night that we will never forget. full of emotion, full of joy. >> the rescue exceeded expectations every step of the way. at first rescuers believed it would be christmas before they

could reach their men. it was two months faster. then they believed it would take 36 to 48 hours to get the miners to the surface but the operation quickened throughout the day. all men were safely aboveground in less than 23 hours returning to their lives made legendary during their 69 days underground. the first man out 'emembraced his wife and seven-year-old son. one watched the birth of his daughter on a monitor when trapped underground. he will now hold her for the first time. the oldest miner 63 the youngest only 19. they went into the mine as laborers. they are now considered national heroes. they will tell their stories of their difficult times and never losing hope. diana alvear. >> the state public utilities commission is expected to announce the names of the five-member blue ribbon panel that oversee the san bruno fire.

the ntsb issued its preliminary report. crews took 33 minutes to dispatch a crew to shut off the valves after the gasoline explosion but it was an hour and a half before crews shut off both main line valves. they found a power failure in milpitas 40 miles away, briefly increased pressure in that pipe but investigators have not identified a cause for the explosion. >> san jose police say they've made arrests in a fire that gutted part of an elementary school. two teenagers started the fire that raced through trace elementary in july. police are not releasing details or the suspects. the fire destroyed 16 classrooms, the library and civil offices. the building was remodelled three years ago but did not have sprinklers. >> the debate between jerry brown and whitman may have give supporters of proposition 8

unexpected report. brown defended his position overturning the ban on same sex marriage saying it could be appealed by the supporters. brown said he had concluded the measure violates the constitution's guarantee of equal protection. there's been question about whether the parties had actually legal standing to do that. they say brown's comment indicates they do. the u.s. appeals court in san francisco will hear arguments in december. >> it is 4:38 now. been watching the money fly out the window along with the air conditioner lately. see from mike if we're stillgonna do that. >> mike, maybe we'll watch those temperatures dip a little. >> some parts definitely. hit the coast yesterday when our midday show came on. 80s daly city dropped to 71 15 minutes later. for right now if you're stepping out, we have low 50s napa and santa rosa and also half moon bay. upper 50s around novato menlo

park. the rest of us 60s to about 73 degrees and los gatos. temperatures a little warmer in most areas, slightly cooler in san francisco by 5 degrees 6 antioch and about 2 in fairfield. this afternoon it will be 64 half moon bay 78 in san francisco to 80 in richmond. you see mid to upper 80s throughout the bay but touching 90 in san jose. mid 80s to near 90 the north bay valleys. around the monterey bay we'll see a little more sunshine. temperatures low to mid-70s today. as you head inland morgan hill gilroy and hollister low to mid-90s. 7-day forecast the cooling trend will continue tomorrow and especially saturday and sunday. sunday still looking like the coolest of the 7-day forecast. we will see an increase in sunshine and temperatures slightly above average. here's frances. >> we're going to be following this all morning with emergency road work in the right lane in

good morning. it's 4:42 on this thursday morning. let's take a live shot. this is from the east bay looking west towards the bay bridge in san francisco where it's gonna be quite a bit cooler today. but mike says around the bay area just a little cooling. details on that. by the way the bay bridge not a bad alternate for you because you're commuting later because there is one lane closed on the san mateo bridge. frances will fill us in. >> and our theresa garcia is out there live. she'll bring you the latest as well. 4:43. a group of california gas station owners will ask a san jose judge to lift a ban on a device we all use at the gas pump. they have ordered gas stations to remove the latch that allows customers to pump gals hands free and they have to do it by tomorrow. the order follows complaints that some customers were sprayed with gas after they engaged the latch. gas station own he recalls say they would have to spend thousands of dollars to have the

devices removed and patrons would have to stand there and pump their gas manually. >> their ladies professional golf association is the newest battlefield in the fight for transgender rights. the transgender golfer who won a long drive championship is suing to born the lpga. they say you have to be born a woman to be in the tour. >> all the testosterone base has been removed from my body. i am not the person i once was physically. >> lawless is a 57-year-old former police officers who had gender reassignment surgery in 2005. she's now suing long drivers of america and the lpga which kicks off a tournament in danville. >> you have to be born a female to go through and qualify on the lpga. >> but california law prohibits discrimination against

transgender athletes and lawless wants them to conform. >> and if they don't, then we will seek a permit injunction to prohibit them from engaging in any tournaments, qualifying events or other activities in the states of california until they follow california law. >> we asked lpga mike juan if the policy needed to be changed. >> i don't know. to be honest with you i think through this i'm going to have to educate myself as well in terms as what is qualified as being female. maybe this will make us look at it as well. >> everybody knows when they become a member that the rules they have to follow. you know, it's just one of out bylaws. i don't think there's anything wrong with having a set of bylaws to -- for your organization to follow. >> this is an emerging battlefield in the world of civil rights, and even though california has laws protecting its transgender citizens people like lonna have to challenge

here's kristen with more news. >> mike, thanks a lot. it's just about 4:49. the gilroy city council's meeting next week could provoke some colorful debate but not what you might think. language is not the issue. instead it's the color scheme of a new grocery store. abc 7's lisa amin gulezian has our story. >> gilroy's town plaza shopping center is getting a new addition. pueblo is opening a new grocery store. >> i don't like the colors. >> people are complaining that mi pablo doesn't fit in. the entire front was supposed to be painted traditional yellow and cranberry with blue and

purple accents. >> it's a wonderful operation and it's got 150 jobs coming to gilroy and all that. we must still answer the question. >> the mayor wondered whether the store is following a city zoning ordinance which requires a building to be harmonious with adjacent developments. >> harmony does not mean you have a beige and purples and pinks and so on. >> shoppers and tenants have mixed reaction. >> i think they should represent who they really are. >> i agree the thumbs down on the colors. >> the only color not around here is green, you know. if it's a success for our community. >> gilroy's unemployment rate is 16.5%. the council and mi pueblo need to reach an agreement. this store opened in san jose two years ago. the rep said they're willing to do this in gilroy for now but don't want to keep it this way

permanently. >> will you do all beige like everybody else. not at all. we want to stand out. >> they will review the matter monday. lisa amin gulezian, abc 7 news. time now 4:51. workers at san francisco's largest hotel are on strike and workers at the hilton union square say they will stay off the job until next tuesday. the timing couldn't have been worse for the hotel. there's a lot coming up here in the next few days. a nike women's marathon and avon breast cancer walk and the baseball playoffs giants against the phillies. the hotel is struggling to maintain business as usual. >> probably a lot of people there out of the traditional rolls coming from behind the desk and working on tables and trying to find the food and that sort of thing. >> the strike is over proposed increases in healthcare contributions and the freezing of pensions. also at issue for the union are staff cutbacks and increased

let's talk about some sunshine. still pretty warm around the bay and inland. coastal fog it will form tonight and that's the marine layer developing and the sea breeze that will really take a bite out of our temperatures. pretty dramatic drop over the weekend. here's the area of high pressure stubbornly dropping anchor over utah and a secondary one over the ocean. pushing the jet stream well to our north but it is slowly pushing the high to the east and by the weeked it will push it out. this trough will move in and that will bring us the cooler weather for saturday and sunday. east valley upper 80s to low 90s. records a little harder to break today, especially those areas and also along the east bay shore where richmond's 80. down in the south bay upper 80s to low 90s. on the peninsula, millbrae at 80. otherwise mid to upper 80s for

the rest of you. mid to upper 60s along the coast. san francisco and downtown south san francisco in the mid to upper 70s. 80s sausalito 85 san rafael otherwise low 90s through the north bay valleys with mid-60s at the coast. monterey bay, low to mid-70s. inland low to mid-90s. tonight temperature about 60 antioch for the warm spot. upper 40s napa and santa rosa for the cool spot and 50 half moon bay. the rest of us mid to upper 50s. accu-weather seven-day forecast. look for about a 6 degree drop in temperatures tomorrow. about another 8 degree drop on saturday and about 4 more on sunday. sunday will be the coolest of the 7-day forecast. good morning frances. >> good morning, mike. back to the san mateo bridge which we'll be watching where the right lane is blocked in the west bound direction approaching the high rise due to emergency repair work. this is going to continue at least through the day and right now here's a live shot. so it's okay but i wanna show
